A quorum being present, the meeting was called to order at 9:00 a.m. by Chairman John Pfeiffer. John Forbis moved, seconded by Dini Mallory, to approve the February minutes. John Pfeiffer, John Forbis, Dini Mallory and voted in favor, motion passed.
1. Communications: A letter was sent to Reverends Jungkeit and Gerber of the First Congregational Church of Old Lyme asking that the large sign in front of the church be removed. The sign has been taken down.
2. Public Open Forum: First Selectwoman Bonnie Reemsnyder presented a certificate of appreciation to Jim Bechtel for his many years of service to the Historic District Commission. Mrs. Reemsnyder thanked Jim for his outstanding dedication to the Town of Old Lyme.
3. Plaque Program Update: Martha Hansen
206 Mile Creek Road: Research has been started on the neighboring property to help clarify the history of #206. Check with Gary Holland (Martha Hansen).
209 Mile Creek Road: Research is continuing.
6 Ferry Road: Julie Quinn is working on the research.
110 Lyme Street: A plaque stating “Richard Noyes, Jr. ca 1857” has been completed and delivered.
32 Lyme Street: Cynthia Taylor is interested in a plaque.
The was a discussion about including barns in the plaque program. There are some very nice historic barns in town that it would be nice to recognize. John Forbis will speak to Marty Ames about putting a plaque on her barn at 1 Lyme Street. There are currently 40 plaques on historic buildings throughout town.
4. Secretary’s Report: Martha Hansen and Dini Mallory are working on updates to the Historic District Handbook. New photos of the Historic District will be added and some policies and definitions will be clarified.
The HDC’s memberships to the Connecticut Trust, the National Trust, and the Old Lyme Historical Society are due to be renewed this month.
John Forbis made a motion, seconded by Dini Mallory, to renew the memberships at the same level as last year – Connecticut Trust $110, National Trust $75, and the Old Lyme Historical Society $35. All present voted in favor, motion passed.
5. Any Other New or Old Business:
National Register Survey: First Selectwoman Bonnie Reemsnyder reported that the town has applied for a $30,000 grant from the State Historic Preservation Office to perform a survey of historic properties throughout Old Lyme. Mrs. Reemsnyder believes that a decision has been made in favor of the town, but has not yet received an official confirmation.
FRA Plan Update – Mrs. Reemsnyder stated that an 82-page report on the impact of the FRA’s high speed rail plan on the town of Old Lyme and the Connecticut River and its estuary was sent to the FRA in February, with a copy to Elain Chao, the new USDA secretary. The report outlines the devastating effect the current plan would have on Old Lyme and the surrounding area and asks that the Old Saybrook, CT to Kenyon, RI section be removed from the plan. Our State and Federal Senators and Representatives are on our side. The Record of Decision is expected to be released this week. The HDC members are very pleased with the First Selectwoman’s exceptional handling of the town’s response to the FRA plan.

Dini Mallory made a motion, seconded by John Forbis, to adjourn the meeting at 9:38 am. John Pfeiffer, John Forbis, and Dini Mallory voted in favor, motion passed.
